MTOC Eligible Team Rosters

The Leagues committee has a new agreement in place that affects MTOC rosters. See MYSA web site

There are three new provisions which clubs may not be aware.
A. Hard copy inter-League waiver forms. In the past the hard copy Inter-League Waivers were to be
attached to the League roster. No one did that. New requirement is that the form needs to be in the possession
of the League Registrar at MTOC. No change for our regular season. If a team has inter-League waivers, I
need to get the hard copy before MTOC. Will review with playoff teams when we hit that point in the season
B. U-12 & U-14 Roster make-up. New rules require that a U-14 or U-12 team going to MTOC must have a
minimum of 75% of the roster from one club. Exceptions to this must be approved by the Leagues
Committee. Contact the BAYS President if you think you need an exception. Note that BAYS has no restriction on this
(yet) so regular season play is unaffected.
C. HS AGE Roster make-up. Similar to the U-12/U-14 except 75% must be from our League. So if 2 BAYS
towns combine to form a HS age team, we meet this requirement. A team that has more than 25% of its
rostered players having inter-league waivers and/or out of state waivers must get an exception granted by the
Leagues Committee. Again see the BAYS President if you think you need an exception. Also note this only applies to the
MTOC (18 player max) roster – not your league roster.  he request for exception should be made as soon as you are aware of the need.  Waiting until you qualify for MTOC and then applying is frowned upon and the Leagues Committee is not obligated to approve requests

Passcards – Note all MTOC eligible sections require player passcards (also note only coaches’ passcards
require the validation sticker). In addition – All U-18, U-18/19 and U-19 sections – even the non-MTOC division 2 and 3
require player passcards.

All MTOC Eligible Team Rosters:

Teams in MTOC eligible divisions (U-12, U-14, U-16 division 1 and 2 and U-18, U18/19 and U-19 Div 1) must have
their rosters validated prior to sending to the division director. Rosters may be validated in one (but not both) of
two ways. Electronically – mail a properly named pdf file to the BAYS registrar who will validate it, stamp in
and return it to you and the division director. Hard Copy – take at least two hard copies of the roster, signed by
the club registrar to either the League registrar or one of the assistant registrars. They will validate the roster,
stamp it, sign it and date it. They will retain one copy and give you back the others. It is then your
responsibility to get the roster to the division director and coach. Rosters without validation stamps in MTOC
eligible sections are not valid. As with other rosters, the roster must be in the hands of the division director
prior to be used for a match. The BAYS Registrar will stamp rosters through the roster freeze date. Assistant
Registrars are authorized to stamp hard copy rosters through May 1 only.

 

Due to the restricred numbers of players on an MTOC roster, once a player is removed from an MTOC roster, the player may not be added back to the team during the season or to an MTOC only roster.  Several clubs have (tried) to use that technique to effectively roster more than the allowable number of players.  Temporary additions to rosters are not in the spirit of MTOC teams..  

For U-12 and U-14 MTOC Eligible Teams (All D1 and D2):

Your league roster is your MTOC roster. All players on your roster must be age eligible and reside in
your town or have residency waivers. Your last opportunity to file an amended roster is Wednesday May 28,
2014. U-12 teams are limited to 15 players and U-14 teams are limited to 18 players

For U-16 and U-18 MTOC Eligible Teams (U-16 D1 & D2, U-18, U18/19, U19 D1 only):


Your team may have two rosters. A league roster will be on file with the BAYS registrar.
This roster may be amended up through the BAYS roster freeze date of May 28, 2014.  It may be used for all
league games through the end of the season. This roster is limited to 22 players. More than 22 players needs a
waiver from the competition committee for each player over the limit of 22 players.  Receiving the waiver involves giving up the team's MTOC eligibility 

Your MTOC only roster is limited to 18 players. If your league roster is at 18 players or less and you do
not notify the BAYS registrar via email, it will be assumed that your league roster and your MTOC roster are
identical. Your MTOC only roster is to be used for the MTOC tournament.

If your league roster contains more than 18 players, you should file an MTOC only roster. Please send to
the Registrar and clearly indicate in the subject line that it is MTOC Only. You may continue to use your last
validated league roster for the remainder of the season. The file name for MTOC only electronic rosters should
end with MTOC. For example if you are a BU-18 team in 1Q with a team ID of 1000 and are filing an MTOC
only roster at the last possible date – the file name should be B18-1Q-1000-0527-MTOC.pdf. If you can not file
the roster electronically, please contact the BAYS registrar for alternatives. If you do not file an MTOC only
roster and your roster has more than 18 players, the only penalty is ineligibility to enter the BAYS playoffs, no

other penalties apply.  

The MTOC roster must be a subset of your league roster with no more than 18 players that are age
eligible and reside in your town or have residency waivers.
